Scientific research within Virginia Sea Grant is funded through competitive processes in several research programs:

Virginia Core Reseach Program. Every two years Virginia Sea Grant invites research proposals from faculty and staff of all higher education institutions within the Commonwealth. Co-investigators may have other affiliations (i.e. industry, agency, etc.). Successful proposals may receive 1-3 years of funding. Each federal dollar requested must come with a 50-cent match from the Commonwealth of Virginia or another non-federal source. Projects focus primarily on local and regional issues specific to the Chesapeake Bay and Mid-Atlantic region.

Program Development Awards. Program development awards are granted by the Virginia Sea Grant Program to help support small, well-defined, issue-oriented projects or to provide seed money for initial efforts designed to gather data for a subsequent full proposal. Program development grants are normally under $10,000.

National Strategic Investments. Since 1998, the National Sea Grant Office has invested in targeted, national-level research that brings together top scientists from around the United States to address pressing marine resource issues. Often crossing state or regional lines, these research efforts are designed to enable cooperative approaches to solving significant problems. Virginia researchers have been very successful in competing for many of these awards. Past and present NSI areas have included: Oyster Disease Research Program, Gulf of Mexico Oyster Industry Program, Marine Biotechnology, Aquatic Invasive Species Research and Outreach, Ballast Water Technology Demonstration Program, National Marine Aquaculture Initiative, and Essential Fish Habitat.
